Paranormal investigators are analysing the images, which were taken by a perplexed tourist on December 7.
The unnamed witness told Mutual UFO Network (MUFON) yesterday: "This was taken from a bus that was moving very slowly during a tour of Brooklyn, New York.
"I did not have my flash on my iPhone when I took the photos.
"Also, I only took a photo of this because I knew what the building was but it was not mentioned by the tour guide so there would probably not be others taking photos."
The lights appear in three pictures and it can be seen in the sky near to a domed building.
Express.co.uk asked Scott Brando, a forensic UFO investigator, to look at the pictures.
He runs hoax-busting website ufoofinterest.org and looks at all possible explanations of apparent UFOs in pictures and videos.
He says he has yet to see a UFO picture or video that cannot be rationally explained.
Mr Brando believes the picture was not a hoax.
However, he believes the lights in these pictures were simply a reflection of a spotlight through the tour bus window.
He also provided an example of such a light.
He said: "I think it could be a reflection of a spotlight with six leds like this
"I read the picture was taken inside a tourist bus."
The fact the photographer did not notice anything at the time, but only when he reviewed the pictures gives more weight to the reflection theory.
The witness added in his report: "I saw the light after the fact when I was looking at my photos. If anyone has the knowledge to judge if this is a reflection, I would welcome that.
"I took many photos from the bus that day and that particular image did not appear in any of others."
MUFON, based in the US, is the world's largest organisation dedicated to UFO and alien research.
It admits that a high percentage of sightings it receives are misunderstood or deliberate hoaxes, but it investigates as many as possible.
